Recruitment Note: About Union Public Service Commission (UPSC)

The Union Public Service Commission (UPSC) is India's premier central recruiting agency established under Article 315 of the Constitution. Set up in 1926 (pre-independence as the Federal Public Service Commission), UPSC conducts over a dozen examinations and interviews annually, including the prestigious Civil Services Examination, Engineering Services Examination, Combined Medical Services, and numerous direct recruitment processes for Group A and Group B Gazetted posts. UPSC operates from its headquarters at Dholpur House, Shahjahan Road, New Delhi, and is constitutionally mandated to be independent of executive control. It recruits for posts where the nature of work demands high-level expertise, discretionary authority, or All India posting — making UPSC-recruited posts among the most prestigious in Indian government service. All posts recruited through UPSC are permanent Central Government positions with the full benefits of Central Pay Commission scales.

Recruitment Note: Benefits & Perks Beyond Salary

All posts in this advertisement are permanent Central Government Gazetted Group A/B posts under the 7th CPC Pay Matrix. In addition to basic pay, selected candidates receive Dearness Allowance (DA), House Rent Allowance (HRA — based on city classification: X/Y/Z cities), Transport Allowance, and Medical Allowance. Central Government employees are also entitled to Central Government Health Scheme (CGHS) coverage for self and dependents, Leave Travel Concession (LTC), National Pension System (NPS) with employer contribution, Provident Fund, Gratuity, Children's Education Allowance (₹2,250/month/child for up to 2 children), Festival Advance, and full leave entitlements (30 days Earned Leave, 20 days Half Pay Leave per year, Casual Leave, Maternity/Paternity Leave). Posts with All India service liability may qualify for higher HRA and Transfer TA.

Recruitment Note: Important Notes for Candidates

UPSC reserves the right to shortlist candidates and may not call all applicants for interview. Simply meeting the minimum Essential Qualification does not guarantee a call for interview — desirable qualifications, additional experience, and higher education significantly improve shortlisting chances. The eligibility cutoff date is the closing date (12 June 2026); all qualifications, experience, and age must be satisfied as on this date. For posts with a Recruitment Test, UPSC will announce it separately on upsconline.nic.in. Candidates should mention ALL qualifications and experience in their application forms, especially those above the minimum. Canvassing in any form is a disqualification. Posts 30, 31, and 32 are exclusively for Domiciles of UT of Ladakh under the Ladakh Civil Services Decentralization and Recruitment Rules 2025.

💡 Expert Tip

UPSC recruitment by selection (direct) is highly competitive because shortlisting is done at UPSC's discretion using desirable qualifications, higher experience, or even a Recruitment Test when applications are large. Simply meeting the minimum essential qualification is not enough — candidates should highlight all additional qualifications and experience well above the minimum in their application form. For posts like Scientist-B IMD (46 total), expect a Recruitment Test before the interview. Also note: Ladakh-specific posts (30, 31, 32) require a valid Domicile Certificate from Tehsildar in UT of Ladakh — candidates without it are ineligible regardless of category.

Common Questions (FAQs)

Q.1 What is the in-hand salary for Scientist-B in IMD (UPSC Advt 05/2026)?
Ans: The Scientist-B post (all three specializations — General Meteorology, Atmospheric Sciences, Instrumentation) is at Pay Level-10 with a basic pay of ₹56,100. Adding current DA (~55%), HRA (24% for X-city/16% for Y-city), and other allowances, the starting in-hand salary is approximately ₹82,000 to ₹92,000 per month in a metro city — significantly higher than entry-level state government scientific roles.
Q.2 What is the last date to apply for UPSC Advertisement No. 05/2026?
Ans: The closing date for submission of online recruitment applications through the UPSC ORA portal (https://upsconline.nic.in/ora/) is 12 June 2026 at 6:00 PM. The eligibility cutoff date — by which all qualifications, experience, and age must be fulfilled — is also this same closing date. Applications submitted after 6 PM on 12 June 2026 will not be accepted.
Q.3 Is there any negative marking in the UPSC Advt 05/2026 selection process?
Ans: No negative marking is mentioned in the official notification. The primary selection method is Interview, with no standard written examination. However, if UPSC conducts a Recruitment Test (RT) due to large applicant volume for certain posts, the marking scheme will be announced separately. The interview has minimum qualifying marks: 50/100 for UR, 45/100 for OBC, and 40/100 for SC/ST/PwBD candidates.
Q.4 What is the age limit for OBC candidates in UPSC Advertisement No. 05/2026?
Ans: Age limits are post-specific and range from 30 to 45 years for UR/EWS candidates. OBC candidates get 3 years relaxation over the prescribed limit. For example, posts with 30-year UR limit become 33 years for OBC; 35-year UR limit becomes 38 years OBC; 40-year UR limit becomes 43 years OBC. SC/ST get 5 years relaxation; PwBD candidates get 10 years relaxation in general. All ages are reckoned as on the closing date 12 June 2026.
Q.5 How to download the UPSC Advt No. 05/2026 Notification PDF?
Ans: The official notification PDF for Advertisement No. 05/2026 is available on the UPSC website at https://upsc.gov.in under 'Active Advertisements' or on the ORA portal at https://upsconline.nic.in/ora/. You can also download it from the link provided on this page. The notification was released on 22 May 2026 and covers 194 posts across 32 vacancies in various Central Government departments.
Q.6 What educational qualification is required for Airworthiness Officer in DGCA?
Ans: Candidates need a Bachelor's degree in Physics or Mathematics or Aircraft Maintenance, OR an Engineering Degree in Aeronautical/Mechanical/Electrical/Electronics/Telecommunication from a recognized University. Additionally, a valid Aircraft Maintenance Engineer (AME) License in Category B1 or B2 issued by DGCA is required, along with 3 years of aircraft maintenance experience in a DGCA-approved AMO. Note: An Engineering Degree in Aeronautical Engineering may be considered without the AME License.
Q.7 What is the selection process for posts in UPSC Advt No. 05/2026?
Ans: Selection is by Interview (Recruitment by Selection). UPSC first shortlists candidates based on essential qualifications, desirable qualifications, higher experience or a Recruitment Test when applications are large. Shortlisted candidates are called for an Interview at UPSC Bhavan, New Delhi. The date will be intimated separately. Final selection is based solely on interview performance. All posts are permanent Group A/B Gazetted Central Government positions — no contractual or probationary offer is made at the outset.
