Recruitment Note: About Odisha Staff Selection Commission (OSSC)

Odisha Staff Selection Commission (OSSC), Unit-II, Bhubaneswar-751001, is the premier recruitment body for Group-B and Group-C technical and non-technical positions under the Government of Odisha. Established under the OSSC Act, the Commission is responsible for conducting competitive examinations and tests to select candidates for various posts and services across state government departments. OSSC has conducted several recruitment examinations over the years including OSSC CTSRE (Combined Technical Services Recruitment Examination), OSSC Combined Graduate Level Examination, and various department-specific recruitments. The Commission operates with a mandate to ensure transparent, merit-based selection and utilises both OMR-based and Computer-Based Recruitment Examination (CBRE) modes. All posts recruited through OSSC are State Cadre positions, and selected candidates may be posted anywhere in Odisha as per administrative requirements. The CTSRE-2025 is guided by the Combined Technical Services Recruitment Examination Rules-2022, as amended from time to time.

Recruitment Note: Benefits & Perks Beyond Salary

All posts recruited under OSSC CTSRE are regular, permanent State Government positions in Odisha under the Odisha Revised Scale of Pay (ORSP), 2017. Employees are entitled to a comprehensive benefits package including: Dearness Allowance (DA) revised periodically as per 7th Pay Commission equivalents, House Rent Allowance (HRA) based on city classification, Transport Allowance (TA), and Medical Allowance. New recruits are covered under the Odisha Defined Contribution Pension System (DCPS/NPS). Additional benefits include Leave Travel Concession (LTC), Government quarter eligibility as per availability, maternity/paternity leave, annual and medical leave entitlements, Group insurance, and Children's Education Allowance. These posts also offer career advancement through departmental promotions and assessment-based upgrades. The examination fee of ₹500 paid at the time of application is refunded to candidates who actually appear in Stage-I (Preliminary Examination).

Recruitment Note: Option / Preference System for Multiple Posts

Candidates who are eligible for more than one post/service under this recruitment are required to give their preference/option at the time of filling the Online Application Form. The Commission will make the final allotment to a post or service on the basis of merit-cum-preference. If allotted to a service/post where vacancies of different HoD/Departments are collated, allotment to a particular HoD/Department will also be on merit-cum-preference basis. Once a post is allotted, the Commission will NOT make any changes due to non-fulfilment of any post-specific requirements of physical/medical/educational standards. Candidates must therefore carefully ensure they fulfil all requirements of each post before giving their preferences. The decision of the Commission in allotment of the post/service/Department/office is final and binding.

💡 Expert Tip

OSSC CTSRE has a 3-stage selection process — Preliminary Exam → Main Written Exam → Certificate Verification. Here's the critical strategy: the Preliminary Exam is purely qualifying and does NOT count toward your final merit list. Only your Main Written Exam (Technical Paper, 200 marks) determines your rank. So clear the Prelims cutoff safely, but invest serious preparation time in your trade-specific Technical Paper. Also — if you are eligible for more than one post (e.g., JE Civil under Water Resources AND under Panchayati Raj), give your preference carefully in the application itself; post allotment is final and irrevocable. The Technical Paper syllabus for Junior Draughtsman and Tracer is shared — so if you qualify in multiple, you can target both. One important catch: SEBC certificate must be issued within one year of the online application closing date; an outdated SEBC certificate will invalidate your reservation claim.

Common Questions (FAQs)

Q.1 What is the in-hand salary for Junior Engineer (Civil) under OSSC CTSRE 2025?
Ans: JE Civil posts fall under Pay Matrix Level-9, Cell-1 of ORSP 2017, with a basic pay of ₹53,100. After adding Dearness Allowance (currently around 46%), House Rent Allowance, and Transport Allowance, the estimated gross monthly emoluments at entry level range from approximately ₹75,000 to ₹85,000 per month depending on city posting. The Tracer post at Level-5 (₹29,200 basic) would earn approximately ₹40,000-₹50,000 per month.
Q.2 What is the last date to apply online for OSSC CTSRE 2025?
Ans: The last date to submit the Online Application Form is 02 July 2026. The last date for fee payment is 29 June 2026, and the last date for editing the online application is 05 July 2026. The application window opened on 30 May 2026. Candidates are strongly advised to submit well before the closing date to avoid last-minute server rush on the OSSC website.
Q.3 Is there any negative marking in OSSC CTSRE 2025?
Ans: Yes, negative marking applies in both examination stages. In the Preliminary Examination (Stage-I), 0.25 marks (1/4 of total marks) are deducted for each wrong answer if there are 4 options; 1/3 of marks if 3 options. The same negative marking rule applies in the Main Written Examination (Stage-II, Technical Paper). Candidates should avoid guessing, especially in the Technical Paper which directly determines the final merit list.
Q.4 What is the age limit for OSSC CTSRE 2025 Junior Engineer recruitment?
Ans: Minimum age is 21 years and maximum age is 42 years, as on 01/01/2025. Age relaxation of 5 years is available for SEBC, SC, ST, and all Women candidates (max age 47 years). PwD candidates get 10 years of relaxation (max age 52 years). PwD candidates belonging to SC/ST get cumulative relaxation of 10 years over and above their SC/ST relaxation. Ex-Servicemen get relaxation equal to their defence service period plus 3 additional years.
Q.5 How to download the OSSC CTSRE 2025 Notification PDF?
Ans: The official detailed advertisement (Advt. No. IIE-92/2025/5925/OSSC, Post Code CTS/302, dated 30.12.2025) is available on the Odisha Staff Selection Commission's official website www.ossc.gov.in. Visit the website, navigate to the Advertisements/Notifications section, and download the detailed advertisement. All future updates, admit cards, results, and corrigenda will also be published exclusively on www.ossc.gov.in.
Q.6 What is the educational qualification required for JE Civil in OSSC CTSRE 2025?
Ans: For Junior Engineer (Civil) posts under Water Resources, Panchayati Raj & Drinking Water Department, and Municipal Administration: a Diploma in Civil Engineering from an institution recognized by the Odisha Council of Technical Education & Vocational Training (OCTEVT) is required. For JE Civil under Municipal Administration, computer literacy is an additional requirement. The Diploma must be obtained from a recognized institution — degrees from institutions not recognized by OCTEVT will not be considered valid.
Q.7 What is the selection process for OSSC CTSRE 2025?
Ans: The selection has three stages. Stage-I is the Preliminary Examination (150 marks, MCQ, 150 minutes) — a qualifying test only; minimum 5 times the vacancies shortlisted. Stage-II is the Main Written Examination (Technical Paper, 200 marks, 2 hours) — this determines the final merit list. 1.5 times the advertised vacancies are called for Stage-III Certificate Verification. The final merit list is prepared based solely on Stage-II marks. Candidates failing to appear at any stage are dropped from selection.
Q.8 Can candidates apply for multiple posts in OSSC CTSRE 2025?
Ans: Yes, candidates eligible for more than one post/service under the same post code can apply and must indicate their order of preference for posts/departments in the Online Application Form. The Commission will make the final allotment based on merit-cum-preference. Once a post is allotted, no change is permitted. Candidates must ensure they meet all eligibility requirements (educational qualification, physical standards, etc.) for each post they give preference for, as the Commission will not change allotment due to non-fulfilment of post-specific requirements after the fact.
