Recruitment Note: About Odisha Staff Selection Commission (OSSC)

The Odisha Staff Selection Commission (OSSC) was established by the Government of Odisha to conduct competitive examinations and recruit candidates for Group-B and Group-C posts under various departments and Heads of Departments (HODs) of the State Government. OSSC Unit-II, headquartered in Bhubaneswar, is specifically mandated to recruit for specialist and technical posts under the Combined Graduate Level Recruitment Examination (CGLRE) framework. The Commission operates under the 'Combined Graduate Level Recruitment Examination for Group-B and Group-C Specialist Posts and Services Rules-2022' and conducts multi-stage examinations including Preliminary, Main Written, Computer Skill Test, and Certificate Verification rounds. OSSC is known for transparent, merit-based recruitment and publishes all results, merit lists, and key documents on its official portal www.ossc.gov.in. All posts recruited through OSSC are regular State Cadre positions — selected candidates may be posted anywhere in Odisha as per administrative requirements.

Recruitment Note: Benefits & Perks Beyond Salary

Employees recruited through OSSC CGL Recruitment 2025 are appointed on a regular basis under the Government of Odisha and are entitled to a comprehensive benefits package. This includes Dearness Allowance (DA) revised twice yearly, House Rent Allowance (HRA) based on posting location, Medical benefits for self and dependents under the State Health Insurance scheme, Leave Travel Concession (LTC), Provident Fund (GPF) contributions, Gratuity on retirement, Children's Education Allowance, and Festival Advance. Employees also receive annual increment as per the ORSP 2017 pay matrix, maternity/paternity leave as per rules, and Earned Leave / Medical Leave entitlements. On retirement, pension benefits are provided under the applicable State pension rules. Group insurance coverage and ex-gratia in case of accident/death in service are additional protections. The examination fee of ₹500 is fully refundable to candidates who actually appear in the Stage-I examination.

Recruitment Note: Option / Preference of Posts — Important Rule

Candidates eligible for multiple posts can exercise options for all eligible posts in the Online Application Form. The option and preference submitted will be FINAL — no change is allowed after submission. A candidate will ultimately be selected for only ONE post, irrespective of the number of posts applied for. The Commission will allot the post based on merit-cum-preference of the candidate. If allotted to a service or post where vacancies from different HODs are merged, allotment to a particular HOD will again be on merit-cum-preference basis. Once a post is allotted, no change will be made by the Commission even if the candidate fails to meet post-specific requirements like physical/medical/educational standards — candidates must verify their eligibility for each post before indicating preference.

Recruitment Note: Tie-Breaking Rules (Resolution of Equal Scores)

In the event of a tie in scores at any stage of the examination, merit will be decided by applying the following criteria in strict order until the tie is resolved: (i) Marks obtained in the Preliminary Examination — the candidate with higher Prelim marks is ranked higher; (ii) Date of Birth — the older candidate (born earlier) is placed higher; (iii) Alphabetical order of names of the candidates as they appear in the records.

Recruitment Note: NOC Requirement for Government Servants

Candidates who are currently employed as Government servants (State or Central) or working under PSUs, Autonomous Bodies, or Government Universities must upload a 'No Objection Certificate' (NOC) from their controlling authority along with the Online Application Form. If a standing order of NOC has been issued by the Department of Govt., the same must be uploaded. At the Certificate Verification stage, original NOC or 'Standing order of NOC' must be produced. Candidates who are not government servants at the time of application but join government service subsequently must produce NOC at the Certificate Verification stage. Failure to disclose Govt. servant/PSU employee status may result in non-consideration for recommendation.

Recruitment Note: Normalisation of Scores

If the examination is conducted in multiple batches using different sets of question papers through CBRE (Computer Based Recruitment Examination) or OMR mode, the Commission will apply a 'Normalisation Formula' (published vide Notice No. 2444/OSSC dated 02.09.2021) to offset the difficulty level variation across different batches. Normalised scores will be used to determine the last select marks for different categories. The Commission at its discretion may conduct the examination either through OMR or through CBRE mode.

💡 Expert Tip

One critical detail most candidates overlook: for the post of Senior Economic Investigator, you must choose your technical paper subject (from 13 options) during the online application itself — this choice is FINAL and cannot be changed later. Study the syllabus in Annexure-D carefully before filling the form. Also, the exam fee of ₹500 is refundable only if you actually appear in the first stage of examination — if you apply but don't appear, the fee is forfeited. Keep your valid bank account details (IFSC, Account Number) ready during form submission for the refund process. Lastly, applications with blurred photos or illegible signatures are liable to rejection without any correspondence — scan documents at 300 DPI minimum.

Common Questions (FAQs)

Q.1 What is the in-hand salary for Food Safety Officer under OSSC CGL Recruitment 2025?
Ans: The Food Safety Officer post falls under Pay Level-9, Cell-1 of ORSP 2017, which carries a basic pay of approximately ₹35,400 at entry. After adding Dearness Allowance (DA at current rates), House Rent Allowance (HRA based on posting location), and Medical Allowance, the estimated in-hand salary ranges from ₹55,000 to ₹65,000 per month. This makes it one of the higher-paying Group-B posts in Odisha state government service.
Q.2 What is the last date to apply online for OSSC CGL Recruitment 2025?
Ans: The last date to submit the Online Application Form is 11 July 2026. The online registration window closes on 08 July 2026. Candidates can edit their submitted application form until 14 July 2026. The Commission advises candidates to submit the application well before the closing date to avoid last-minute server load issues and disconnection problems.
Q.3 Is there any negative marking in the OSSC CGL Recruitment exam?
Ans: Yes, negative marking applies in both examination stages. In Stage I (Preliminary Examination), 0.25 marks are deducted for every wrong answer. In Stage II (Main Written Examination – Technical Paper), 0.5 marks are deducted per wrong answer. There is no negative marking for unattempted questions. Candidates should strategize carefully — random guessing, especially in the Main exam, can significantly reduce the total score.
Q.4 What is the age limit for General/UR category candidates?
Ans: For General/UR (Unreserved) category candidates, the minimum age is 21 years and the maximum age is 42 years as on 01 January 2025.
